Hebron is the top of Newfound Lake — the common, the two shore roads, and the Cockermouth River coming in through the marsh. Six hundred and some people year-round, and better than half the houses were built for July. We do the earthwork that goes with that: camp foundations that have to become real foundations, driveways climbing off North Shore Road, clearing that stops where the town says it stops, and drainage on ground where every drop ends up in the lake.
The town wraps the north end of Newfound — Hebron Bay below the common, Sanborn Bay over toward East Hebron, and the Cockermouth delivering something like 30 percent of the lake’s water through the marsh between them. The village sits inside a Common Historic District where the Historic District Commission has a say in what gets built. Everything within 500 feet of the three shore roads — Route 3A, North Shore Road, West Shore Road, all of them state highways — is the Lake District, and the rest of town is Rural; two acres of what the ordinance calls usable land either way. Usable is the word to watch. Wetland, road right-of-way, and anything steeper than 25 percent don’t count, and ground between 15 and 25 percent only counts for half. That takes a bite out of Hebron: the master plan figures 55 percent of the town is steep enough to be a “critical resource,” and better than 80 percent of it is woods. Thirty miles of road, ten of them state, six and a half Class VI, and a few — Stokes, Hunt, part of Pike Hill — still on the books as summer cottage roads the town doesn’t have to plow.
If your Hebron lot is on Stokes Road, Hunt Road, or the cottage stretch of Pike Hill, the building permit needs a recorded Agreement and Release before the town will issue it. Sort that paperwork before you schedule the machine; it’s the permit, not the dig, that holds those jobs up.
